Virgil Tracy, known simply as Virgil, is a Dragonair Pokémorph. He has long snowy white hair, which is pressed down by a hat that is triangular, with a peak that angles outwards. Parting his hair on each side are his ears, which are hidden by the hat but are higher up on his head, and match the feathery wings of a Dragonair. On the dips on each side are two long blue spikes that are curved backwards. His eyes are a light mixture of gold and emerald and sit below fine silvery eyebrows and his face when expressionless portrays a calm persona. A collar hides his pale throat which houses a sparkling blue gem, and he wears a blue swimsuit, which is attached to a sleeved top which go down to his knees and split at his waist. He is thin, and his swimsuit has two ties that hold up a pair of ‘slacks’, which are tucked into very long, thin boots. His boots are not for show; his feet have three flat, broad toes. Like a wolf, he walks on his toes, and his heels are further up, and don’t touch the ground. Attached to his back are several blue flaps attached to his Lugia costume that can be pulled against his body or pushed out depending on the weather and his mood. A long, winding tail protrudes from his tailbone, which he can move as if it were a third limb. The end of his tail has two crystal balls - one large and one smaller (the smaller towards the tip of the tail) - which seem to shimmer and glow in response to the weather. Virgil's hands are different from the rest of his body with sleek blue scales that he hides fiercely, which he cannot use to pick things up. This is because they have razor sharp claws and are extremely sensitive to the cold. This leaves him to pick things up using only his tail, which he has become very adept at doing.
history
Virgil was born in Ile de Glace on the last day of a storm that lasted for forty days. His birth seemed to signal the end of it, and when he was looked at by the doctors, they found that he was a child different to others. Because his genes seemed to be merging with the Pokémon Dragonair, he was seen as a sign by a small community, and they believed that he was the key to finding the almighty Lugia (having been born on the last day of a storm that they believed was caused by Lugia). At first he was no different to others, but then he started to display unusual abilities – he was able to sense shifts in the water and read the weather by gazing at the ripples. By staring at certain patterns that the wind provided in puddles, he was able to accurately identify storms and how long they would last for. Not just that, but he had an unusual amount of strength in his body. His codename, since the people he lived with deemed him sub-human, was XD001. Funny, isn’t it?
After fifteen years, he became tired of being controlled. After a violent and bloody conflict, he managed to break free. They tried to recapture him on the edge of a cliff. It was here that he gazed into the water and saw what appeared to be a reflection of Lugia in the water – perhaps it was real, perhaps it wasn’t. But a sense of safety came over him that day, and as he turned back to calmly face his aggressors, the water burst. A shadow behind him called out in a song that he instinctively recognised as his own; his heart was filled with hope and he inched his way back. At first the people thought he was going to commit suicide; they pleaded with him to stop and come back, but he refused. He took another step back and they rushed at him as a gust of wind splashed out from behind him, pushing everything away. How was this possible? This was the start of a second forty day storm. He jumped down into the night sky and swam towards a beach, surrounded by a school of Dratini. Beside a female Dragonair, he led the group five years, and during this time became a powerful swimmer. They’d often rescue boats trapped in harsher tides and guide them to shore, which left a legend of a Dragonair that saved humans drifting around Ile de Glace.
Because he believed that a Lugia really did appear before him and assist in his liberation, he seems to worship the legendary to some extent and would do anything to meet it. That’s why, when he sensed another forty day storm two years later, he left the group and went to land, purchased a Lugia costume and worked on trying to find the legendary. On his exploration around Ile de Glace, he found a Pokémon – a Vulpix, small for his size, who was shivering beside a cluster of snow drifts. At first he was reluctant, but he took the Vulpix in and gave him the name Scott. The two camped with each other for several months; Scott would often hunt in the nearby stream while Virgil would collect spare twigs. They got to know each other very well during this time, and often Virgil would hum Lugia’s song to calm Scott after a nightmare.
One day, deep into December and in a growing snowstorm, Virgil was collecting spare firewood and berries when he came across a man called Sōjun Kuchiki, blind and trapped in an abandoned Pokémon’s nest. After helping him out, he took the man back to his camp and helped him to heal his injuries. Once the snowstorm had subsided, Virgil took Sōjun back to the place where he’d been found and waited in the bushes until Scott led someone back to help the man. After that, Sōjun would find his way and visit Virgil often, which Virgil felt very gracious for. While he wasn’t used to social interactions after that, he found that Sōjun accepted him for his personality. They became close friends and Virgil found that he had been falling in love with the man, who seemed to entertain him with the most trivial of things. Once Sōjun decided to go on a journey, Virgil was torn between searching for the Lugia he believed was in the waters nearby, or going with Sōjun and helping him in his travels. Nevertheless he talked to Scott about it and after some serious discussion, they decided to set off after the man, and tracked him by scent to Route One, where they will be starting.

personality
Personality wise, Virgil Tracy is an extremely quiet and introverted Pokémorph who is careful and tries to always monitor his limits. When he’s around people he knows, or deems friends, he’s quite a confident and intelligent being that can joke about pretty much anything. He's probably the best at stalking other Pokémon and prefers darkness to daylight, so will always try to travel at night where possible. He's quick to jump on the defensive when threatened, though he tries to maintain a mask of extreme calm. Being very patient and easy going, he tends to just relax and take things in stride. His Dragonair genes and the fact that he lived with a group of Dratini for a significant portion of his life makes him overly cautious and careful when around others that he doesn’t know. But that doesn’t mean he won’t help someone in need.
He knows how to swim and how to survive in stormy situations or when submerged underwater, and because the Dratini would often go underwater to catch their prey, it made him a powerful swimmer. Though it is difficult because he doesn't trust anyone, once you befriend him, he is loyal to you and will protect you with his life. Deep down he hates the fact that he is unable to properly socialise with others, and is actually quite lonely. Virgil is a Pokémorph that can easily be deemed perceptive and observant; picking out smaller details than others would in a natural environment and remembering them until he doesn't need to anymore. This makes him fairly adapted to different environments and back tracking, hunting and stalking where necessary.

✧ Patience and extreme calmness. He is a very patient person, and doesn't seem phased by even the most drastic of actions.
✧ Weather sense. He can sense incoming weather changes, and he will often appear before others in order to warn them of this if they are in danger.
✧ Stealth. He can sneak up on even a Lopunny with expert skill. He is also a cunning spy that is seldom detected.
✧ Forethought. He thinks before he acts and often mulls over his decisions before coming to a conclusion.

✦ Absence of society. Living in the mountains has left him anti-social and socially awkward. He hates crowds and will do anything to avoid them.
✦ Drama. Virgil is one who would prefer to keep to the shadows and observe. Those "woe-is-me" characters who purposely draw attention to themselves looking for a "pity-me-party" get absolutely no sympathy from him.
✦ Over-cautious and careful. This makes it harder for him to approach others unless someone he trusts is with him.
✦ Lonely. He's, in truth, a very lonely Pokémorph who wants nothing more than a friend. Because he wants friends, but wants independence. To anyone that manages to open up his heart, he'll be forever loyal to them.
