Let's break this down into 2 (not 3, but 2) groups:
Gold/Silver/Crystal
In the underground section of Goldenrod City, there would be days where you could go to one of 2 haircut brothers and pay them to give one of your party Pokémon a "haircut". It would supposedly increase that Pokémon's happiness, though it could only be done to one Pokémon for that day.It was probably a tool that was abused to help make it a lot easier to evolve that Eevee, given by Bill, into Espeon or Umbreon quicker.
How it would apply here
If Verona City's name has Italian roots, then it should also be noted that Verona would have the very best barbers and hair stylists throughout the Cheyenne region! This Pokémon spa, on most days, will have a pair of young "hair stylists" (1 male & 1 female groomers, dependent on the gender of the Pokémon to be worked on; "young", in this instance, would make them in the 23-29 year old range) who will provide their services to a co-ordinator's or a trainer's Pokémon for a fee of 2,500 PD. On the rare instance, a pair of more experienced groomers (older than 35) will come in for that day and provide their expert services to co-ordinators and trainers alike, at a much higher cost of 7,500 PD.
A Pokémon would only be able to use either form of service once (if it becomes permanent, only once a month), although trainers/co-ordinators would have to wait a week to return with a different Pokémon to be worked on.
Consequently, hair styling is also provided to their human counterparts too! At a cost of an extra 1,000 PD, the trainer/co-ordinator can have their hair worked on, and in the style of their choice (providing a picture of the hair style would be encouraged, though the "hair stylists" may not get it perfect all the time - they are only human, after all, so expect the unexpected!), and an extra 1,500 on days with the more experienced groomers.
In addition, to our fine-feathered, rocky & mineralized Pokémon, there are services available to help make them look more stylish! For bird Pokémon, there is a large bird bath available for them to splash and bathe in, as well as take in the sightings of the local aquatic life, swimming around inside of the floor aquarium that is separate from the bird bath. Our team of bird groomers will help wash away the dirt they can't reach on their own, or flap away themselves, with our assortment of scented soaps. The price charged for this service remains the same, though the instance of the more experienced bird groomers appearing at the same time as the regular groomers may or may not differ.
As for our rocky, metallic, Rotom & Ditto friends, polishing services are available. Let our professionals look after any chips, cracks, rust, dirt, or general wear'n tear and make them look all shiny and new again! Some Fire-types are sent here (i.e., Slugma/Magby families), in which our experts' hands are well protected with their heatproof gloves. Again, the instance of when the more experienced professionals come in may or may not differ to when the more experienced workers in the other fields come to work, and there is no additional cost than what was already specified before.
For trainers who have gaseous and/or generally smelly Pokémon,we don't want you here, GTFO we have a lone perfumer on site who will provide his or her services to make your Pokémon smell like the morning dew of a new day, or whatever we have in stock! As it isn't one of our more popular services, the flat rate for the service is 2,000 PD, regardless of the scent chosen.
Manicures/Pedicures are provided with our services, at no extra cost.
It is rumored that Pokémon who use our regular services perform a little bit better during Pokémon contests. Additionally, it is also rumored that Pokémon who have been taken care of by our more experienced experts will be able to perform at an even higher level during contests. Is it really just a rumor though, we can't say for sure... So, come try us out sometime!

In Colosseum, your character would acquire a Cologne Case in Agate Village, where you could also purchase various scented rubs that you could use to massage your Shadow Pokémon and help them slowly lose their "shadowy" status.
In Diamond/Pearl/Platinum, in Veilstone City, between the gym and the game corner, there is a house that has a girl who would offer to massage one of your party Pokémon daily. It was also an effective way of obtaining a common accessory used in Pokémon contests, or in that one part of the Jubilife TV station.
How it would apply here

We have Pokémon that are able and motivated to massage our Pokémon clientele. Just choose from 1 of 3 scents - Joy Scent, Excite Scent, or Vivid Scent - and let our trained team of Pokémon masseuses take care of the rest while your Pokémon relax to the sound of a gentle-moving waterfall and, additionally, the sound of quiet, relaxing music playing in the background.
Our trained masseuse Pokémon vary, but does include a Machamp, a Ferrothorn & a Rattata that might poop on the backs of its clients sometimes. They are selected at random, so don't blame us if some of them are a little rougher than what you'd expect.
Joy Scent - Cleanses the soul of a Pokémon a little bit - 4,000 PD
Excite Scent - Cleanses the soul of a Pokémon better than the Joy Scent - 8,000 PD
Vivid Scent - Cleanses the soul of a Pokémon better than the Excite Scent - 12,000 PD

Pokémon, generally, come out feeling a lot happier and relaxed. This seems to translate to a Pokémon's affection rate, or so we've heard...
It is rumored that Pokémon, that require max affection to evolve, benefit the most from this service. Pokémon under the influence of the Joy Scent will take 1 fewer levels to get to max happiness. Pokémon under the influence of the Excite Scent will take 1.5 fewer levels to attain max affection. Pokémon under the influence of the Vivid Scent will take a whole 2 levels fewer to reach max happiness.
Additionally, it is rumored that our masseuses sometimes find a random small item in the middle of their session. This has been said to range anywhere between a random common berry, 1-3 shards, a random elemental gem, a joke TM, and even, in very rare instances, a common TM has shown up.
Incidentally, we have massage services for humans, too. We have human masseuses that will soothe away a trainer's tension alongside their Pokémon. A trainer or co-ordinator can be pampered along with their Pokémon for an additional fee.

Final Thoughts
I feel as though there is merit to having a place where Pokémon can benefit from being pampered here, as it has been sort of a theme in several Pokémon games over the years already. Of course, this is only sort of a "rough sketch" as to what some sort of a finished product would look like. But I believe that this at least lays out the groundwork for something new that characters can use to help strengthen the bond between them and their Pokémon. Things, like Pokémon masseuses, pricing of services, range of services, the kinds of items trainers might get from having their Pokémon massaged, etc. are subject to criticism/modification if necessary, as there isn't anything set in stone yet.
I would like to have some dialogue in place for people who have questions related to this rather ambitious sort of idea. I, also, don't expect this idea to gain instant approval.ORLY? It will probably be a challenge to gain such a positive review that there's enough there to have something of the sort either permanently instated/made into an event-flavored thing. And, there will probably be the need for *some* sprite work involved. But, I feel as though it's something that can only be a positive for the charries who wish to make use of the main substance of this idea.
Aside from that, I am considering adding in a juice bar inside of the waiting area, the first area within the Pokémon spa. Many drinks, such as Fresh Water, Soda Pop, Lemonade, Moomoo Milk, Berry Juice, etc. would be available for Pokémon and their trainers to enjoy, at various prices.
