Appearance: Libra stands out in terms of appearance; his jacket is one of a kind. His long, pinkish-red hair is mostly obscured by the pure white beret he has. A red necktie is barely visible near his neckline. The rest of his body is covered by his signature outfit; a white jacket. It clipped together with four golden buttons, which fastened entire jacket together. The trim was black, and two gold buttons had two black straps on them. There were these odd zippers, which kept the bottom half from falling off. They were large and someone weird looking, but Libra never complains. His pants leggings are brown, which extend down to his boots. Purple boots with gold and white trim; they are embroidered with two gold crosses.
5' 3" and 100 pounds, Libra is of below average height in weight. He makes up with this in personality, as he tries to be stern. He has a nice smile, which can turn into a very scary frown. If Libra frowns, all hell will break loose. While they don't draw him much attention, Libra has very piercing blue eyes. If he's frowning and staring, run.
Background: Libra grew up with two parents; both police officers. They were very lawful, and always taught their son to uphold the law. He always respected them, and he would go out of his way to pick up trash or litter. While this didn't earn him many friends, he preferred to be alone. While usually firm, he would snap if anyone did something blatantly rule-breaking.
When he was six, he saw a Pokemon battle for the first time. It intrigued him, as he knew that his parents worked in a Pokemon unit. Upon arriving home that day, he inquired to his parents about their job, and they told him about how they used canines to sniff out criminals. A fire was lit that day, as Libra was determined to become a trainer and policeman that day.
At age eight, he picked up another hobby; sewing. He was rather good at it, and made dolls. One day, a girl asked to buy one of his dolls; so he gladly sold it to her. However, the grape vine wasn't very kind to him. A kid in his class picked up that he sewed and did crafts. The boys in his class picked on him. They threw rocks at him, and called him very hurtful names. Libra managed to ignore them, until one of them dumped a bucket of orange juice on his head. He nearly couldn't breathe, and that was the last straw. He broke down into a stream of tears, which caused the rest of the boys to run away. He then ran back home, and didn't let his parents know what happened. He cleaned up, and resolved that he'd make himself emotionally stronger.
At age fifteen, Libra discovered that the power was malfunctioning all throughout Cheyenne. Team Death, was it? It was a criminal organization. Everything at the police office was hectic, and his mom and dad were too busy to even go home. He cooked and cleaned for himself, and decided it was time to get in on the action. With his parent's approval, Libra got one of the uniforms of his Parent's unit; the jacket of incorruptible white. With whatever Pokemon he received, he would make sure Team Death would pay.
Personality: Libra acts very professional. He is still somewhat hurt and pained over being picked on due to his interesting in domestic activities. He can be seen as very stuck up and abrasive, but he's just trying to uphold the law. This is mostly just an act, however, as he really doesn't like being so uptight. He's mostly just this way due to his upbringing and as a way to make himself more imposing on criminals.
His real personality is a lot more docile, he's usually this way. He's warm and friendly, but still fairly imposing on people. He seems kind of cold-hearted, but he's really way nicer. When this side of him is exposed, it's rather cute. If asked to make something for someone, he'll gladly comply. Just...don't litter in his face, okay?
