Appearance: Procellum is taller than the average person, and skinnier too. His wavy, teal hair extends to wrap around his shoulders. His eyes, teal as well, generally show the same amount of insincere warmth his face normally displays. His usual attire consists of a crimson turtleneck with a sun design in the center, khaki pants, white loafers, and a long, sky blue jacket, which contains 6 pockets designed for Pokeballs. His items are stored in a backpack that somewhat resembles a cumulus cloud. Procellum generally stands slightly slightly slouched over, though, oddly, in the rain he stands up straight and the warmth in his face seems truly sincere.
Background: When Procellum was 4, a massive rainstorm struck Hoenn. Having never seen that much rain, Procellum was fascinated and went outside. The waters had risen so high and the current was so fast that Procellum was swept out to sea. Teetering on the edge of drowning, he was lost. Then, Rayquaza, for whatever reason, pulled him out of the water. Though he was unconscious, he woke up after being returned to his home just in time to see the verdant serpent fly off. Instead of fearing weather, however, this lead to Procellum studying it. However, despite all of his efforts, he never has been able to accurately predict the weather. But he dreams of one day understanding the chaotic nature of weather. Weather isn't the only interest that night sparked in him, though. He could tell that his emerald hero was a Pokémon. However, he couldn't tell what it was. He described it to his parents, who just wrote it off as a dream. About 3 years later, though, he was visiting a museum. In the center of the museum was a display with a carving of three mighty Pokémon - a green dragon, a red behemoth, and a blue leviathan. Realizing that dragon to be the same one that saved his life on that dark and stormy night, he began reading about legends. 10 years later, his parents thought a change of scenery might be good for him, as he had become rather obsessive over that time. Or so he thought. His parents realized that Hoenn, being home to such beings as Groundon and Kyogre, was a bad place for their son to study weather. They asked the Weather Institute for advice, and they suggested he be sent, with a Castform egg that they researchers gave them, to another region. They brought him to the Cheyenne Region and left him there, with nothing but some clothes, food, the egg, and instructions to the resident professor to help him begin a journey raising Pokémon. Procellum, not realizing his parents' generosity, still thinks they abandoned him. This rapid change in scenery, however, was not without consequence to him. Not being used to meeting new people, Procellum developed a layer of shyness over his normally, or rather once, outgoing personality. However, soon after his parents left, said egg hatched. Not knowing what to do with his new partner, Nebula finally decided to visit the professor.
Personality: Procellum is generally quiet and reclusive, but if somebody asks or begins talking about his interests, he opens up greatly. He tends to both hold grudges and good will. For instance, if you spill coffee on his lap, he'll hold it over you for years, but if someone else does and you help him clean it up, he'll hold you in high regard. He's still bitter towards his parents for essentially abandoning him, and if you mention anything bad about Team Aqua or Team Magma, he might bite your ear off (figuratively).
