Rio isn't what one would call intimidating. She stands at just slightly under 5'3", making a more accurate description of her height at 5'2", but she's adamant that it's 5'3". She wears platform boots to remedy her meager height.
She wears a gray zip-up tank top, embellished with teal trim and a teal tie. Standalone black arm-warmer/sleeves cover most of her arms, from just above the elbow down. They also cover her hands, obscuring the fact that she's usually holding a pokeball.
Under the shirt is a relatively short black skirt, also with teal trim. She loves her legs, and loves to show them off. She also finds that it puts her mostly-male clients at ease.
Her eyes are naturally a dark brown; however she wears teal-blue contacts to change the color of them. She says she hates the color brown, that it's too 'boring'.
Obscured from view is a tiny earpiece in her ear that she uses to talk to a mystery contact of hers. This contact sends her vital information about which Pokémon she needs to catch next and where it's located. In the Cheyenne region, the earpiece is used largely to make calls and keep in touch with people.
She doesn't consider herself to be very pretty in her natural state - hence the wig, and the contacts, and the over-the-top personality. Rio struggles with her feelings of self-loathing and worthlessness, hiding these dark feelings under a mask of happiness.
Background
Rio grew up in a relatively normal family. She had all the non-angsty childhood amenities, like a family, an older brother, a house, and pets. Her mother and father weren't dead abusive rapist murderers like most parents these days (lolol damn rp sites). In fact they were pretty normal. Her mother had been a Pokémon trainer when she was a kid, going on one grand adventure after another. Of course she never won any badges or evolved any of her pokemon, but she loved the thrill of battling, and wanted to impart that to her children.
Rio's older brother ignored his mother's advice and got accepted into medical school to become a doctor, like his father. Rio mostly did as well, until she changed her fickle female mind and decided to be a trainer. But not just a trainer, a Pokémon catcher. The concept was simple in her mind - people would hire her to track down Pokémon for them and she would catch them for a price.
She did this for a few years, successfully. Rio never made much money off of the venture, but she did net some valuable experience and contacts.
Rio ended up in the Cheyenne region for a few reasons - one, she had heard there were rare, Cheyenne-only Pokémon said to still be wandering around some parts. Two, it seemed like a good vacation. She left all of her previous Pokémon behind with her mother (she figured they'd be a good enough replacement for her in her mother's eyes) and got on a boat to Cheyenne (LOL CONVENIENT)
Personality
For one, Rio is adamant about the fact that her name is Rio, and not Lucille. Lucille is what her mother calls her, and she will yell at anyone who calls her Lucille.
She often speaks without thinking, blurting out the first thing that comes to mind. She is impulsive and flaky. She bails on plans a lot.
She doesn't have a quick wit, unlike every other member of her family, resulting in a lot of "HUH?" moments for her. She states the obvious a lot. Her moods border on maniacal, especially when she's hunting Pokémon. She is determined but cowardly, often relying on Pokémon 'shields' in dangerous situations.
She's a little too trusting and naive, especially when it comes to men.

(As much as I'd like to say that I did this ALL FOR YOU GUYS TO SEE HOW I ROLEPLAY, I really actually have to get the feel for this character and work out her little nuances)
Teal-painted fingernails tapped on the counter impatiently. Rio's expression turned sour, brows furrowed, mouth tightened. Where was he?
Exactly forty-five minutes later, a tall businessman strode into the cafe. As soon as Rio caught sight of him, she knew he was the one, despite never having seen the client before. He practically oozed wealth, and with every step he took closer to her, she saw dollar signs.
Smoothing out her crumpled skirt, Rio forced a polite smile and greeted the strange man. "Good afternoon, sir. I assume you're here for my services?"
She cringed, words sounding awkward. God did she always have to be such a fucking ditz? Mentally reaming herself, she tried to continue: "I'll need half of the money up front. The rest you can pay me when the transaction is completed."
The man had come to a stop in front of her, and he nodded. "Make sure that it's shiny, girl. You do know the difference between a shiny Magikarp and a normal Magikarp, don't you?" He asked harshly.
Rio didn't, but she nodded anyway. Hands had been resting easily at her sides, but she now held out her open palm to receive the initial payment.

"Mav, quick attack!" blue eyes narrowed at her Scyther. Neither of them were used to each other, not like her old Pokémon. She could sense their moves and they could sense what she was about to command them to do. They had such a connection, sometimes she wondered if they really were just dumb fighting machines.
The Scyther lagged behind for a few moments, sizing up the Oddish. He then disappeared in a blur, leaving the Oddish to look from side to side. Rio too looked around for Maverick - but the Scyther had vanished.
"Where did-" she didn't have time to finish her sentence before Scyther re-appeared behind Oddish, hacking at the grass-type with his scythes.
"Oh. Quick attack does that? I thought it was just..." Rio shook her head, rethinking her choice of Pokémon.
